Jammu, Dec 30: The chief minister, Dr Farooq Abdullah, convened an unscheduled meeting of his cabinet here today with the single-point agenda of the on-going strike of state government employees spearheaded by the Jammu and Kashmir Employees Joint Action Commimttee (EJAC). The meeting lasted 15 minutes.

A 4-member cabinet sub-committee headed by the housing and urban development minister, Ghulam Mohi-ud-din Shah, was constituted to undertake talks with the leaders of striking employees. Other members of the sub-committee are: Piyare Lal Handoo, Abdul Rahim Rather and Muhammad Shafi.

Reports said the cabinet sub-committee held the first round of talks with the EJAC leaders at 3 p.m. today. Sources said Handoo had suggested to the employee leaders to suspend the strike which was not agreed to by the latter. The second round of the talks is expected tomorrow at 11 a.m.

It is understood the members of the cabinet sub-committee have been asked to adopt delaying tactics in view of acute financial crunch facing the state.

Meanwhile, the government, in an unprecedented move, asked all its gazetted officials in the civil secretariat to keep the keys of their offices with them to enable them open and close them. According to a circular issued today, defiance of the orders will attract stern action against the officials.

Reports said the security staff were asked to ensure foolproof protection to gazetted officials. The striking employees today staged a dharna at the main gate of the civil secretariat.
