Executing APHC plans, links with militants, Hurriyat unification
District Magistrate Srinagar Saturday in a dossier cited the reasons of liaison with Hurriyat Conference, alleged links with militant organisations and unification efforts to connect two factions of Hurriyat for slapping Public Safety Act against senior Hurriyat leader and President of Democratic Freedom Party, Shabir Ahmed Shah.
The report of District Magistrate bearing number DMS/PSA/05/2009 reads the grounds of detention as: “Shabir Shah has direct liaison with APHC and militant organizations and executes the policies and objectives of the APHC and militant organizations. Shah emerged as a leading voice in secessionist circles and played a very important role in the unification of two APHC groups.”
According to the report, Shah’s activities inside the jail during the detention have remained objectionable which resulted in slapping of PSA.
The District Magistrate states that the issuance of statements from jail regarding Palestine with an underlying intention to equate the “so called Kashmir problem” with it and thus exploiting the “religious sentiment under a well conceived conspiracy to secede the state of J&K from Union of India.”
Shah has also been convicted for portraying Maqbool Bhat as “hero in a statement and ridiculed the judicial system of the country”.
“Shah urged people to observe February 5 as Integration Day both in Kashmir and Pakistan. It was the statement to corrupt the psyche of Kashmiri youth and create an impression that Kashmir ought to have been the part of Pakistan,” the report reads.
The report also mentions the subsequent statements issued by Shah during his detention in jail earlier this year.
The statements issued by Shah, according to the dossier, are indicative of Shah’s intentions “having a bearing on the maintenance of security of state which otherwise assumed a semblance of normalcy”.
“At the behest of the enemies of the country the secessionist elements including you (Shah) are being portrayed in different form so as to dilute the criminality attached to your activities,” the report read with inputs from statements issued in different newspapers in the Valley time and again.
At Shah’s instance public resorted to violence in 2008, the report reads adding, “Shah during the unlawful assemblies in August 2008 delivered highly objectionable and inflammatory speeches.”
“Since after your (Shah’s) release there was an immediate threat to the public peace and also an apprehension of commission of some cognizable offences, you are arrested and produced against in terms of section 107, 151, Cr PC. and subsequently would be detained under the provisions of PSA 1978.”
